Why a tender checklist must be bid-specific
Public procurement documents are not interchangeable forms. The procuring entity selects a method, issues instructions to tenderers, defines evaluation criteria, lists mandatory returnables, and states how and when the response must arrive. Ghana's PPA says evaluation is based on the terms and conditions in the tender document and that no other criteria may be introduced during evaluation. Its tender FAQ also tells suppliers to check the submission date, time and opening venue. Those points make the solicitation your primary checklist.
Kenya's PPRA publishes separate standard documents for goods, works, small works, requests for proposals, non-consulting services, information technology, insurance and other categories. Nigeria's BPP similarly maintains different standard bidding documents for goods, works, services, framework agreements, consulting and complex projects. The right response structure depends on what is being bought and which procedure applies.
A reusable company folder still helps. It should hold controlled copies of registration documents, tax and supplier records, licences, ownership information, audited accounts, staff credentials, project references and product certificates. But it is an evidence library, not a ready-made bid. Each submission needs its own forms, dates, price schedule, validity period, declarations and technical response.

Step 1: capture the opportunity from the official source
Save the notice, the complete tender document, specifications, drawings, bill of quantities, pricing schedules and every attachment from the official portal or procuring entity. South Africa's eTenders portal lets suppliers filter active opportunities by tender type, province, organ of state and tender number, and identifies whether an opportunity accepts electronic submissions. Kenya's PPRA and the procurement entity may provide the standard document plus opportunity-specific schedules. Ghana's PPA notes that tender documents may be acquired from the entity. Nigeria's BPP supplies the standard framework, while the procuring entity issues the actual invitation and schedules.
Record the source URL, download time, tender number, procuring entity, clarification contact, briefing date, closing date, closing time, time zone, physical address or portal, and bid-validity requirement. Keep the untouched downloaded files in a read-only source folder. Work from copies so that you can always compare your response against the issued version.
Search for addenda again before final submission. An addendum can replace a price schedule, extend a deadline, change a specification or answer a clarification. Log the addendum number and how it changes your compliance matrix. Do not rely only on an email alert when the official opportunity page can be checked directly.
Step 2: build a compliance matrix
Create one row for every instruction that can affect responsiveness. Useful columns are document section, requirement, mandatory or scored status, owner, evidence, signature needed, expiry date, file name, page number and final status. Include negative instructions such as file-size limits, prohibited alterations, whether electronic submission is allowed, and whether original bid security must be delivered separately.
The matrix should distinguish three types of requirement. Administrative requirements establish bidder identity and eligibility. Technical requirements show that the offered goods, works or services meet the specification. Commercial requirements establish the price and contract terms. Mixing them into one narrative makes omissions harder to see.
Copy the requirement accurately, but do not copy pages of boilerplate into the response. Point reviewers to the exact evidence. If the tender asks for a signed declaration, a paragraph promising compliance is not a substitute. If it asks for a schedule in a supplied format, a redesigned table may not be accepted.
Step 3: verify eligibility and mandatory returnables
Common evidence includes incorporation or business registration, taxpayer or tax-compliance status, supplier registration, sector licences, beneficial-ownership information, conflict or integrity declarations, litigation disclosures, financial capacity and authorization of the person signing. Requirements vary sharply by country, entity, procurement method and contract value.
Kenya's PPRA says beneficial-ownership disclosure is included in its current standard public procurement documents. South African bid packs commonly reference the Central Supplier Database and issued Standard Bidding Documents, but the actual returnable schedule controls. Ghana's standard documents differ for price quotations, national competitive tenders, works, consulting and framework agreements. Nigeria's BPP library separates prequalification, goods, works, consulting and non-consulting forms.
Check the legal name, registration number and address across every document. Record certificate expiry dates. If a portal checks tax or supplier status electronically, do not assume an old PDF proves the live status. Where consortiums or joint ventures are permitted, confirm whether each member must supply separate evidence and whether the agreement must allocate responsibilities.
Step 4: write the technical response around the evaluation
Mirror the order of the specification and evaluation schedule. Use a requirement-response-evidence pattern: identify the requirement, state the compliant offer, and point to the supporting schedule or attachment. For goods, this may include model, manufacturer, country of origin, standards, warranty, delivery and after-sales support. For services, it may include method, work plan, staffing, outputs and quality controls. For works, it may include programme, method statements, personnel, equipment, safety and environmental controls.
Do not claim credentials, projects or personnel that cannot be evidenced. Make reference details usable by including the client, scope, dates and proof requested. If a CV or certificate contains personal data, include only what the solicitation requires and control access to the working folder. Step 5: reconcile pricing before formatting
Complete the issued price schedule without changing its structure unless instructions allow it. Confirm currency, tax treatment, unit of measure, quantity, unit price, line total, subtotal, discount and grand total. Cross-check any total written in words. If alternatives are allowed, label the compliant base offer separately from an alternative.
Pricing errors are not PDF problems. Fix the source spreadsheet or schedule first, obtain commercial approval, then create the final PDF. Keep assumptions outside the price schedule only when the tender permits clarifications. Never hide an exclusion in a general company profile.
Step 6: assemble a clean PDF submission
- Keep completed native files and scanned evidence in a controlled working folder.
- Export forms and schedules directly to PDF where possible. Scan only documents that genuinely need a physical signature, stamp or certified copy.
- Rotate pages, remove accidental blanks and confirm that no page is cropped.
- Merge files in the order required by the tender. If separate uploads are required, preserve separate files.
- Add bookmarks or a contents page only if they do not alter issued forms.
- Compress only when necessary. Inspect small print, seals, QR codes, signatures and tables at 100 percent zoom afterward.
- Use stable file names containing the tender number, bidder and document type, subject to portal rules.
- Open every final file on another device or PDF reader before upload.
Do not password-protect a file unless the instructions require it. Do not add watermarks over official forms. Avoid converting a signed PDF through repeated image and compression cycles because that can make text unsearchable and evidence unreadable.
Step 7: run an independent submission review
A reviewer who did not assemble the pack should trace every mandatory matrix row to the final file. The review should check legal identity, tender number, issued form version, signatures, initials, dates, powers of attorney, validity periods, price reconciliation, attachments, page order and addenda. Search the final PDFs for unfinished placeholder text, comments, tracked changes, blank signature lines and another client's name.
Then test the submission channel. For an e-submission, verify account access, browser requirements, file limits and upload slots early. Upload with enough time to recover from a failed connection. For a physical bid, verify copies, envelope labels, seals, delivery address and receipt process. A completed document sitting in the wrong inbox after the closing time is not a compliant submission.
