A Kenyan employer, contractor or business owner may need a Tax Compliance Certificate before completing an appointment, tender or licence process. The useful question is not simply where to download a PDF. It is whether the correct taxpayer can obtain the certificate, whether the recipient can verify it, and which account issue must be resolved if the application fails.
Sources reviewed on October 2, 2026. This guide uses current Kenya Revenue Authority guidance and dated KRA notices. It covers certificate preparation and verification, not a calculation of your final tax liability. The checklists are AfroTools editorial recommendations, not additional KRA filing requirements or a guarantee of certificate approval. No private taxpayer account was accessed for this article.
Use the salary and tax tools for planning calculations while keeping the actual filing and certificate application with KRA. A calculator result cannot establish whether your returns, payments or electronic-invoicing registration are compliant.
1. What a KRA Tax Compliance Certificate means
KRA describes a TCC, also called a tax clearance certificate, as evidence of having filed and paid taxes. Its current compliance page lists uses including government tenders, work-permit renewal and certain licences. For employment, KRA says the certificate is required upon being offered the job. Check the actual request rather than assuming every application needs the same attachment.
KRA states that certificates are valid for twelve months. Applications use iTax, and the certificate is sent to the applicant's email address. Read the dates on the actual certificate and verify its status through the official checker before relying on it. Keep the requested legal entity and the certificate holder aligned throughout the process.
| Record | What to use it for | Next check |
|---|---|---|
| PIN certificate | Identify the registered taxpayer | Confirm the entity and relevant obligations |
| Return acknowledgement | Record a particular submission | Match the tax type and period |
| Payment record | Track a particular payment | Confirm allocation in the account |
| Tax Compliance Certificate | Respond to a compliance-document request | Check holder, dates and official status |
Keep these documents in separate parts of the working file. That makes it easier to answer a specific question without sending an entire payroll or accounting archive to a buyer. It also prevents a team from marking a certificate request complete merely because it has found an old PIN certificate.
2. Build a small account-review file
Start with the person or organisation named in the request. Record the purpose, recipient, submission deadline and required delivery format. Then identify who is authorised to review that taxpayer's account. A director's personal certificate and a company's certificate should not be treated as interchangeable attachments without checking the recipient's stated requirement.
For preparation, make one row for each applicable tax obligation and period under review. Useful columns are tax type, return status, acknowledgement reference, amount due, payment reference, allocation status, unresolved question and owner. Keep the detailed records in restricted storage; the shared task list can refer to them without displaying personal identifiers.
Before applying, reconcile the file with the actual account. If a record cannot be found, label it missing rather than assuming the return or payment was completed. If two records disagree, identify the exact period and difference. This approach gives the authorised preparer a concrete investigation instead of a general instruction to make the account compliant.
- Confirm the entity name against the request and taxpayer records.
- Check access to the registered correspondence address.
- Review returns and payments for the applicable obligations.
- Identify any electronic-invoicing or VAT status question.
- Collect supporting references for unresolved entries.
- Assign a person to monitor the application outcome.
For payroll arithmetic, the Kenya PAYE Calculator can help you review confirmed salary inputs. The Kenya employer payroll guide provides a separate payroll-workflow handoff. Neither inspects your iTax ledger or proves that an employer's filing was accepted.
3. Check the eTIMS requirement before applying
The KRA notice dated October 24, 2025 enhanced TCC applications for non-individual entities and individuals with income beyond employment. It lists eTIMS/TIMS registration compliance for persons in business, timely applicable returns and payments, outstanding-liability settlement or an approved payment plan, and VAT compliance including VAT Special Table status.
Those checks explain why an application can require more than confirming an annual return. Review each relevant condition against the actual taxpayer profile. Do not register an unrelated obligation or change the income description merely to make an application proceed. Where the profile does not reflect the taxpayer's circumstances, seek the appropriate KRA correction process.
KRA's September and October 2025 iTax enhancements document gives concrete system behaviour: business-related PINs can be blocked from generating a TCC when eTIMS registration is missing, suspended or blocked. It separately describes a VAT Special Table validation. Employment-only taxpayers remain eligible for automatic approval under the existing rules.
The same document recognises that the enhancement may not cover every exempt taxpayer and points deserving or exempt cases to Tax Service Offices through the existing TCC relaxation framework. An error message therefore needs review in context. It is not enough to copy a general internet instruction saying every individual must take the same onboarding action.
When recording a blocker, distinguish the observed message from your interpretation. Preserve the wording privately, identify the active obligation involved and note what evidence supports the proposed correction. Ask KRA to confirm an exemption or exceptional treatment rather than treating your own checklist as approval.
4. Apply through iTax and record the actual result
Reach iTax through the official KRA portal. Follow the current certificate-application instructions displayed for your account. Keep account credentials with the authorised user and confirm the taxpayer context before submitting. Interface labels can change, so use KRA's current service instructions rather than a saved third-party screenshot.
Track preparation, submission, issue and recipient verification as separate stages. Save the application reference or acknowledgement provided by the system. When a certificate arrives, inspect its holder and dates before delivering it. When an error appears, record that result and route it to the person responsible for the underlying account issue.
A useful delivery note states the purpose, certificate issue and expiry dates, recipient and method of delivery. It should not include your iTax password or unnecessary account documents. If a colleague applies on your behalf, agree who checks the correspondence address so the team does not wait for an email nobody is monitoring.
If the portal fails to respond, keep the failed attempt distinct from a rejection. Record the time and application stage, check whether an acknowledgement exists, and consult the official service channel before submitting overlapping requests. A browser timeout by itself does not establish whether an application reached KRA.
5. Resolve the specific blocker, not just the certificate screen
Use the result to select the next investigation. Missing-return questions belong with the affected tax type and period. Payment questions need the relevant reference and account allocation. Electronic-invoicing questions need the actual registration or status evidence. VAT Special Table questions should be raised as their own status issue.
| Observed issue | Evidence to organise privately | Completion evidence to obtain |
|---|---|---|
| Return appears outstanding | Period, obligation and submission reference | Correct account status after resolution |
| Payment appears unmatched | Payment reference and allocation question | Account reconciliation or KRA response |
| eTIMS-related validation | Registration status and taxpayer circumstances | Confirmed status or authorised treatment |
| VAT status validation | Exact message and relevant VAT records | Resolution of the identified status issue |
The entries above are investigation categories, not automatic fixes. Avoid making a payment solely because a copied message contains a number you have not reconciled. Where the liability is disputed, the preparer should obtain advice on the appropriate account or dispute process rather than promise that an unrelated certificate application will resolve it.
KRA's November 10, 2025 automated-payment-plan notice describes structured instalments for eligible confirmed liabilities, subject to validation and conditions. Its maximum instalment period is six months. A proposed schedule is not an approved plan. The notice warns that failure to follow the agreed schedule can trigger termination, enforcement and certificate revocation.
If a plan is relevant, retain the approval, schedule and payment evidence together. Assign responsibility for each due instalment and for checking account updates. The certificate task and the continuing payment task need different completion records; issuing a certificate does not mean future instalments have already been paid.
6. Verify the certificate before accepting it
The KRA online-services directory distinguishes the PIN checker, TCC checker and withholding-tax checker. Select the service that answers the actual document question. Verifying that a PIN exists is a different check from verifying the certificate presented for procurement or onboarding.
KRA's iTax e-services guide explains that the certificate checker uses the certificate number and displays the PIN, holder name and certificate status. Compare those fields with the requested entity and the document supplied. Keep the official result and verification date in the restricted review file.
Make the verification record concise: requested entity, certificate reference, checker used, check time, result and reviewer. If the result is unavailable, record verification pending. If the holder differs, seek clarification before acceptance. If the system reports an invalid status, ask for a resolved, verifiable document rather than accepting an earlier screenshot.
For a tender, keep this record beside the separate bid checklist. The public tender document checklist helps organise the other attachments and submission instructions. A valid TCC completes one check; review the actual invitation to decide what remains.
7. Plan processing time and renewal responsibly
KRA's April 2026 service charter lists TCC processing as free, with a one-working-day timeline for compliant taxpayers. For non-compliant taxpayers, it lists one working day after the non-compliance issues have been addressed. Those are published service standards, not a promise that unresolved ledger or status work will finish inside a buyer's deadline.
Work backwards from the recipient's deadline using the certificate's actual dates. Allow time to obtain missing records, reconcile questions and complete recipient verification. Keep an internal renewal reminder and an owner, but do not mark the renewed certificate available until it has been issued and checked.
When sharing evidence, use the recipient's authorised submission channel. Avoid publishing certificates, identifiers or account screenshots in public presentations. Our planning tools do not need your KRA PIN, password or certificate number. Enter only the figures required for the calculation and keep the official account work in the relevant KRA service.
8. Use calculations for preparation, then finish with official evidence
The Kenya VAT Calculator helps check VAT arithmetic using your confirmed inputs. The Kenya VAT guide addresses the separate registration, invoicing and filing workflow. Use them when a reconciliation question requires calculation, then check the corresponding account and submission evidence with KRA.
Close the task with a short outcome: certificate issued and verified, application pending, or blocked by a named account issue. Include the responsible person and the evidence required for the next decision. This gives an employer or procurement reviewer a usable handoff without presenting a planning estimate as official clearance.
Frequently asked questions
Is a PIN certificate enough for a TCC request?
Check the recipient's requirement. Use the TCC checker for a Tax Compliance Certificate; the PIN checker answers a different identity question.
Should an employment-only taxpayer register on eTIMS to obtain a TCC?
KRA's September and October 2025 enhancements document retains the existing automatic-approval rules for employment-only taxpayers. Confirm that your actual income and profile fit that category.
Does submitting a payment-plan proposal clear a TCC blocker?
The enhanced process refers to an approved plan. Retain approval and comply with its schedule; a proposal alone is not approval.
Can AfroTools issue or verify my certificate?
No. AfroTools provides planning calculations and preparation guides. Apply and verify through KRA's official services.
