Cancelling a South African VAT registration is a tax close-out task. The business needs to explain why cancellation is appropriate, account for its remaining transactions and assets, and retain the decision that establishes its final period. This guide helps an owner, bookkeeper or finance reviewer prepare that file without treating an application as completed deregistration.

Sources reviewed: October 7, 2026. Public SARS cancellation, registration, vendor-obligation and tax-period pages, both cancellation forms and the VAT 404 guide were checked. This is preparation guidance, not an official submission or a tax opinion. Working-paper layouts and review steps below are AfroTools editorial recommendations. No private taxpayer account was accessed.

Start a private document index with the PDF workspace. Keep the official forms, account extracts and supporting records in a controlled folder. A locally organised document pack can help the reviewer follow the application; it does not send documents to SARS, verify eligibility or change a VAT number's status.

1. Establish the reason for leaving the VAT register

A business that has stopped trading needs a different explanation from one that continues trading with lower taxable supplies. Write a short reason note before completing a form. Identify the registered person, the enterprises involved, what changed and the date supported by the records. Avoid using a shop's trading name as a substitute for the actual registered person.

The SARS cancellation page describes written requests and Commissioner-initiated cancellation. Its current turnover reference is R2.3 million of taxable supplies over a consecutive twelve-month period. It also covers enterprises that cease, never commence or no longer meet registration requirements. A fall in turnover is a reason to examine the route, not proof of cancellation.

For a continuing business, prepare a dated schedule of taxable supplies and the evidence behind the forward-looking position. Separate the recorded amount from an estimate. Identify signed work, recurring contracts and uncertain orders clearly. Ask the tax reviewer to determine what belongs in the test rather than equating every bank deposit with taxable turnover.

For a closure, collect the records that establish when enterprise activities ended and whether any activity remains. Selling stock, completing an existing contract or disposing of equipment can complicate the close-out. Keep those transactions visible in the schedule. A decision to close the premises does not by itself explain every remaining VAT transaction.

2. Resolve dated source differences before relying on a threshold

The current SARS registration page also uses R2.3 million for compulsory registration and describes separate voluntary-registration conditions. Read those conditions when considering whether a continuing enterprise should remain registered. Do not infer that being below the compulsory threshold means registration is prohibited or automatically disappears.

The linked VAT 404 guide, Issue 15, contains older R1 million references and says its legislative coverage includes amendments promulgated in December 2023. This difference matters. Use the guide for the identified background topics below, while checking the current requirement and its effective application directly with SARS for the actual case.

Save the source URL, issue or update date, review date and relevant paragraph in the evidence index. If a template contains an older amount, flag it before signing. Do not quietly edit an official form or choose the lowest threshold from conflicting material. The reviewer should record which current instruction supports the proposed application.

3. Choose VAT123e or VAT123T for the right registration

The VAT123e form applies to cancellation of the registered person's registration across all enterprises and separately registered branches or divisions. It asks about retained enterprise assets and the reason for cancellation, including continued trading, cessation and disposal. Its disposal section requires the sale agreement and purchaser information.

The VAT123T form concerns a separately registered enterprise, branch or division. It includes discontinuance, sale and circumstances where separate registration is no longer required. For a sale, it asks how capital assets and stock were transferred and whether the enterprise was sold as a going concern.

Build a registration map before completing either form: registered person, main VAT number, each separately registered branch, and the proposed scope of cancellation. Compare the map with the current official registration records. A branch closure and cancellation of the whole person's registration need different checks and should not share an ambiguous description.

VAT123T also addresses replacement of a representative branch when that branch is cancelled. Identify any remaining registrations and the proposed representative branch. Check that the person signing understands the declaration and has the appropriate authority. Preserve a copy of the completed, signed version and the supporting documents used for that version.

4. Prepare and submit a traceable application

Use the current cancellation page to confirm the submission channel. It identifies the forms, written reasons, the registered SARS branch and a virtual appointment route with VAT and PAYE registration/deregistration as the appointment reason. Confirm the correct contact through that official page before sending identifiers or account documents.

Prepare an attachment index that answers the reason stated on the form. For a disposal, connect the agreement to the relevant enterprise and asset schedule. For reduced taxable supplies, connect the turnover calculation to its underlying records. Label documents by period and purpose so that the recipient can follow the explanation without guessing.

Keep the requested date separate from the date eventually confirmed. Record what was sent, when, through which channel and under which reference. Retain the actual acknowledgement. If a transmission fails, check whether the application was received before sending another copy. An internal status such as submitted should always point to observed evidence.

5. Keep the VAT workflow open while the decision is pending

SARS states that the vendor must continue accounting for VAT through the final period advised by the Commissioner. The cancellation notice establishes the effective date and final tax period. Outstanding obligations and liabilities must be resolved or settled before cancellation is finalised. Filing an application is therefore a separate milestone from receiving the decision.

Keep a pending-period calendar with a named owner. Review sales, credit notes, purchases, returns and payments against the current registration position. Preserve the VAT configuration in the invoicing system until the confirmed treatment is ready to implement. Do not make a silent software change simply because the application has been sent.

Use the South Africa VAT invoice guide for invoice-document checks. For the close-out, retain a dated list of open invoices and any corrections still awaiting review. A customer-facing change should follow the confirmed effective position, with earlier transaction records preserved rather than rewritten.

6. Build a retained-asset and disposal schedule

The cancellation page warns that certain assets on hand can create output tax in the final return. VAT 404 discusses deregistration and deemed supplies in sections 2.9 and 6.2.1. Those provisions require asset-specific review. This guide does not prescribe one calculation for every item, disposal or transfer.

List stock, equipment, property and other relevant assets separately. Include description, acquisition record, recorded cost, input-tax history, present location, ownership, disposal or retention status and the evidence supporting any valuation. Add a column for the reviewer's treatment and unresolved questions. This is a proposed working paper, not a SARS-prescribed asset register.

Reconcile the list to the fixed-asset register, stock records and sale documentation. An item marked disposed needs evidence of the transaction and its date. An item retained by the owner needs its own review instead of disappearing from the list. Keep the accounting carrying amount distinct from the value relevant to the VAT treatment.

For a business sale, have the tax reviewer examine the agreement and transfer facts before classifying the transaction. The wording on a cancellation form is not a ruling that the sale qualifies for a particular rate. Record exclusions, retained assets and unsettled consideration explicitly. Avoid adding an unsupported zero-rating claim to the close-out letter.

7. Determine the actual final return period

The SARS tax-period page describes different period categories. Category A and Category B use different two-month cycles; Category C is monthly. Other categories have their own conditions. Use the category and final period shown in the official record rather than assuming every business files monthly.

Put the cessation date, requested cancellation date, confirmed effective date, final return period and payment due date on separate lines. Attach the notice that supports the final period. Where the decision differs from the request, revise the working papers openly and have the owner check which transactions belong in the revised cut-off.

The vendor-obligations page explains return and payment deadlines, including the distinction between the twenty-fifth day and the last business day for the described eFiling route. Record the deadline for the actual channel and period. A filing calendar should preserve that distinction instead of using a universal month-end rule.

8. Reconcile the final VAT201 and settlement

Use the South Africa VAT201 guide for the broader return workflow. The cancellation page specifically identifies output tax in field 1A for the final period. Review the applicable final-period treatment with the return preparer, including assets, and retain the calculation behind each amount entered.

Build the final reconciliation from sales, eligible input-tax documents, reviewed adjustments and the asset schedule. Mark each amount with its source reference and tax period. Compare totals with the ledger before submission. An unexplained difference should remain a review item rather than being entered as a balancing adjustment.

After filing, retain the submitted return and acknowledgement. Connect any payment to its reference, date and amount, then check the account outcome. Where a refund or query remains open, give it a separate status and owner. A cancellation application, a filed return and a settled account are different pieces of evidence.

9. Preserve the close-out record and update operations

SARS's vendor-obligations page specifies five-year record retention and describes invoices, import or export documents and accounting records as part of the audit trail. Preserve the cancellation file alongside those underlying records. Check any longer case-specific retention requirement with the reviewer before deleting material connected to an unresolved query.

Keep the application, correspondence, notice, final-period schedule, asset treatment, return and settlement evidence together. Export a non-sensitive index for internal handover. Restrict the full records to authorised people and avoid putting tax identifiers or bank details in shared URLs, public screenshots or analytics.

When the confirmed effective position is ready, review invoice templates, customer communications and bookkeeping settings. Record who changed each setting and when. Keep historical invoices intact. If trading resumes or another enterprise remains active, obtain a separate registration review; the old cancellation file does not establish the new position.

Frequently asked questions

Can I stop charging VAT when I send the cancellation form?

SARS instructs vendors to continue accounting for VAT through the final period advised by the Commissioner. Keep the application and confirmed cancellation position separate.

Which form covers a separately registered branch?

VAT123T concerns a separately registered enterprise, branch or division. VAT123e concerns the registered person's registration across all enterprises. Check the scope before signing.

Does lower turnover automatically cancel registration?

No. Review the current requirements and written application route. Preserve the actual decision and final period instead of treating the turnover schedule as a cancellation notice.

Can the PDF workspace submit the application?

No. It helps organise documents locally. Official submission, account actions and eligibility decisions remain in the separate SARS workflow.
