A Moroccan VAT close begins before anyone opens the return. The business must identify the filing regime, classify each sale, record output tax, test purchase deductions, account for any VAT withheld by customers or from suppliers, and reconcile the result to invoices and the ledger. Applying 20% to a number is useful, but it is not a filing system.

The MAD 1 million line selects the ordinary filing regime. It is not a VAT exemption threshold and it does not determine whether a particular supply is taxable. Article 107 of the 2026 code organizes monthly and quarterly returns, while Article 108 identifies the taxpayers within each regime.

The standard rate is 20%. A 10% rate can apply to specified transactions, but a reduced-rate label in a product catalog or an old invoice is not enough. The code has changed through the multi-year VAT reform, including the removal of former 7% and 14% bands. Check the current transaction wording rather than carrying an old rate forward.

Determine monthly or quarterly filing

Start with prior-year taxable turnover. Article 108 places a taxpayer at or above MAD 1 million under the monthly regime. It also places a person without an establishment in Morocco who carries out taxable operations in Morocco under monthly filing, subject to the code's representation and compliance rules.

The quarterly regime covers taxpayers below MAD 1 million of prior-year taxable turnover. It also covers specified seasonal, periodic or occasional activities and newly established taxpayers for the current year. A qualifying quarterly taxpayer can opt for monthly filing. The code says the request is made before January 31 and the option remains effective for at least one year.

Record the basis for the filing period in a permanent tax file: the previous year's taxable-turnover calculation, the business activity, establishment status, start date, election correspondence and the regime shown in Simpl-TVA. Review the decision at the start of each year and after a restructuring. Do not switch periods inside a spreadsheet without aligning the official taxpayer record.

For electronic filing, Article 110 sets a monthly return deadline by the end of the following month. Article 111 sets the quarterly deadline by the end of the first month following the quarter. The code retains separate earlier dates for manual filing provisions, but Moroccan tax obligations are administered through electronic services for affected taxpayers. How to add and extract Moroccan VAT

For a VAT-exclusive amount at the 20% standard rate, multiply the net amount by 0.20, then add the VAT to the net amount. For a VAT-inclusive amount, divide the gross total by 1.20 to find the net amount, or multiply the gross amount by 20 and divide by 120 to isolate VAT. Keep one documented rounding method across invoices, the ledger and the return.

These are factual arithmetic examples using the published 20% rate, not fictional taxpayer scenarios. The MAD 100,000 amount is selected only to make each formula transparent. A 10% calculation is appropriate only after the transaction has passed the current reduced-rate test.

A frequent error is multiplying a VAT-inclusive amount by 20%. That calculates 20% of the gross amount instead of extracting the VAT already included. Another error is treating the calculated VAT as the return liability without checking deductible input tax, credits, adjustments and withholding.

Classify sales and control deductions

Use distinct codes for standard-rated, reduced-rated, exempt, zero-rated and outside-scope transactions. The classification should point to the current code article, customer or use condition and the evidence needed to support it. Similar commercial descriptions can receive different tax treatment when the customer, destination, licensing or legal conditions differ.

Article 112 requires the return to disclose turnover and tax information, including total turnover, transactions outside VAT, exempt or zero-rated activity, taxable turnover by activity and rate, tax due, prior credit and deductions. Build accounting mappings to those categories before the period closes. A return prepared only from bank movements will not provide this classification trail.

For sales, preserve the invoice sequence, customer, date, supply description, net amount, rate, VAT and gross amount. Investigate gaps, duplicate numbers, credit notes without an original invoice and manual documents missing from the ledger. For purchases, link each proposed deduction to the supplier invoice, business purpose, receipt of goods or services, payment evidence and ledger entry. Separate fully deductible, blocked, mixed-use and pending-evidence amounts. A supplier invoice showing VAT does not by itself prove that the buyer may deduct it.

Reconcile the sales register to revenue and receivables, then reconcile the purchase register to expenses, assets, payables and customs records. Review imports separately because customs valuation and import VAT evidence do not arise from the ordinary domestic supplier invoice. Preserve adjustments and the reason for each correction rather than overwriting the original transaction.

Do not confuse VAT withholding with ordinary output tax

Morocco's Article 117 VAT withholding rules are targeted. They do not mean that every customer automatically deducts part of every supplier's VAT. The DGI notice explains separate tests for equipment goods and works, and for specified services. The payer, transaction type and supplier's tax-regularity certificate all matter.

For specified supplies of equipment goods and works, a VAT-taxable customer can be required to withhold 100% of the invoiced VAT when the supplier cannot present a tax-regularity certificate that is less than six months old. The official notice identifies exclusions and detailed scope rules, so a description such as "equipment" or "work" is not enough on its own.

For services within the specified Article 89 list supplied to individual VAT taxpayers, the notice describes 75% withholding when the supplier presents the qualifying certificate and 100% without it. For qualifying payments by the state, local authorities, public establishments and other public bodies, the notice describes 75% withholding in the applicable cases. Confirm the exact service and payer before using these percentages.

Maintain a withholding register containing the customer or supplier, invoice, service or goods classification, gross VAT, certificate number and date, percentage, amount withheld, payment date and supporting statement. The party responsible for withholding reports and pays it through Simpl-TVA and provides the required detail. The supplier should reconcile the amount to customer evidence and its own return rather than treating a short payment as an unexplained receivable.

The VAT withholding above is a mechanism for collecting VAT. It should not be confused with a withholding on remuneration or corporate-tax instalment rules that may also affect a service payment. Keep different tax types in separate ledger accounts and return workpapers.

Close a monthly or quarterly Simpl-TVA return

  1. Confirm the period. Check the taxpayer's monthly or quarterly regime, period start and end, electronic deadline and current Simpl-TVA access.
  2. Freeze the sales register. Record invoices, credit notes, classification, net amount, rate, output VAT and gross amount. Resolve sequence gaps.
  3. Freeze the purchase register. Link every proposed deduction to valid evidence, business purpose, receipt and accounting entry.
  4. Reconcile turnover. Compare invoiced sales with revenue, receivables, cash, card, bank and any sector-specific records.
  5. Review deductions. Remove duplicate, private, blocked or unsupported VAT and document any mixed-use allocation.
  6. Reconcile withholding. Match VAT withheld to certificates, statements, customer or supplier ledgers and the appropriate Simpl-TVA detail.
  7. Complete the return. Report turnover and taxable amounts in the correct categories, apply credits and adjustments, and calculate the net position.
  8. Approve and submit. Use a second-person review where practical, then retain the declaration, acknowledgement, payment reference and payment proof.

A return remains a period document even when there is no net payment. Do not infer that no filing is required from a zero balance, a credit position or a quiet trading month. Confirm the actual obligation in the taxpayer account and keep the acknowledgement with the workpapers.

When the return shows a credit, maintain a roll-forward from the prior return to the current balance. Separate ordinary carry-forward, adjustment and refund treatment. Do not net an expected refund against another liability unless the current rules and taxpayer account support that action.
