A fleet fuel overrun is not one number. It can come from more kilometres, more litres per kilometre, a higher price per litre, a different vehicle mix, unusual idling, a heavier load, delayed maintenance, refuelling timing or weak records. If those causes are mixed together, a manager can blame the wrong vehicle or approve a budget that cannot be defended.

Define one comparable period
Start with a clear opening and closing time. A calendar month is useful for management accounts, but a weekly review can identify a broken process sooner. Use the same period for fuel purchases, fuel issued, distance, trips, vehicle availability and the approved budget. If a supplier invoice arrives late, record the timing difference rather than forcing it into the wrong period.
Write down which vehicles, depots, fuel types and activities are included. Separate delivery vans, heavy trucks, motorcycles, staff cars, generators and hired vehicles. Fuel bought for a generator must not inflate vehicle consumption. Fuel reimbursed to a contractor must not be counted twice as both a purchase and a vehicle issue.
UK government freight-energy guidance says operators should capture and collate fuel data, categorise vehicles because their energy profiles differ, and check how depot data is collected and verified. That record discipline is useful for an African fleet even when the UK compliance scheme itself does not apply.

Protect the evidence. Limit personal location data to what the operating purpose requires, restrict access and retain it only under an approved policy. Do not paste driver names, phone numbers or raw trip histories into public reports, analytics or general chat tools. Management evidence can use vehicle IDs and aggregated route bands until an authorised review needs more detail.
Set a baseline that reflects the actual vehicle
A brochure figure or generic internet average is not a reliable operating baseline. Start with the same vehicle's recent clean periods, or with a genuinely comparable group. Record fuel type, vehicle body, engine, age, load, route, stop pattern and driving environment. A truck on a long paved corridor is not comparable with a van making repeated urban stops.
Use litres per 100 kilometres where distance data is dependable. The calculation is actual litres divided by actual kilometres, multiplied by 100. If the vehicle does not move but consumes fuel for refrigeration, lifting, pumping or approved power take-off, record that non-distance use separately. Otherwise the distance ratio will classify legitimate stationary work as poor driving efficiency.
UNEP's Global Fuel Economy Initiative supports fuel-economy baselines and policy development across developing and transition countries. The broader lesson for an operator is that efficiency must be measured against a defined fleet and consistent units. A target without a vehicle population, period and method is not a useful benchmark.
Approve a baseline range rather than pretending normal consumption is exact. The lower and upper bounds should come from supported history and operating conditions. Review the range after a vehicle replacement, route redesign, tyre change, engine repair, material load change or sustained shift in traffic.
Separate volume, distance and price variance
Calculate expected litres for each vehicle as actual kilometres multiplied by the approved litres-per-100-kilometres baseline, divided by 100. Volume variance is actual litres minus expected litres. Keep the sign visible: a negative variance means the vehicle used less than expected, not that the data should be forced to zero.
Price variance is a different question. Compare the actual unit price with the dated budget price for the same fuel grade and purchasing location. The effect can be expressed as actual litres multiplied by actual price minus budget price. A fleet can meet its fuel-efficiency target and still exceed spend because the price assumption expired.
Total spend variance can then be bridged from the approved plan through distance, efficiency and price. Keep vehicle-mix and exceptional operating items visible. If more heavy vehicles worked than planned, the fleet average can rise even when every individual vehicle stayed within its own range.

Use current local price evidence
Do not carry one pump price across countries, cities or review windows. Kenya's Energy and Petroleum Regulatory Authority publishes maximum retail petroleum prices by pricing period and location. The EPRA public price table shows why a Kenya fleet should retain the town, fuel grade and effective dates behind its assumption.
Ghana's National Petroleum Authority publishes price build-up material and 2026 price information. Its petroleum pricing guidelines describe two review windows each month. An operator should therefore attach the exact supplier evidence and applicable window instead of treating last month's Ghana assumption as current.
South Africa's Department of Mineral and Petroleum Resources publishes fuel price information and explains components of the regulated price structure. Inland and coastal context, fuel grade and effective month matter. These regulator sources help validate timing and market context, but the business still needs its own invoice or receipt to prove the price it paid.
For a cross-border fleet, keep currency and tax treatment explicit. Do not convert each transaction at one current exchange rate after the fact. Use the accounting policy and supported transaction-date or approved period rate, then keep foreign-exchange variance separate from physical fuel efficiency.
Reconcile depot stock and external purchases
When a depot tank is used, reconcile opening stock plus receipts minus issues and measured closing stock. The unexplained difference can include gauge error, temperature or calibration effects, posting delays, spillage, leakage or unauthorised movement. Do not assign it automatically to drivers because it exists before fuel is linked to a vehicle.
Number issue tickets, restrict who can approve them and prevent the same document from being posted twice. Compare pump meter movement with issues and tank movement. Record transfers between depots on both sides. If the operation uses fuel cards, reconcile card transactions to vehicle, date, fuel grade, location and plausible tank capacity.
External purchases need the same discipline. A receipt should identify the supplier, date, grade, litres, unit price and vehicle or trip. A cash total without litres cannot support an efficiency calculation. If only expenditure is available, any estimated litres must be labelled as an estimate and should not be mixed with measured litres without a reconciliation note.
Investigate the largest supported exceptions
Rank variances by value and by percentage, but add a minimum evidence threshold. A very large percentage on a tiny fuel issue may matter less than a modest percentage across a high-volume route. Review repeated patterns as well as one-off events.
- Confirm vehicle identity, fuel grade, units and document dates.
- Recalculate litres, kilometres and price without rounding intermediate values.
- Reconcile odometer movement to trips and authorised non-route movement.
- Check load, stops, diversions, congestion, idle activity and exceptional equipment use.
- Review tyre, service, fault and repair records before blaming behaviour.
- Check tank, pump, card and invoice controls for duplicate or missing entries.
- Ask the responsible operator for a documented explanation under a fair process.
- Classify the outcome as explained, corrected, under monitoring or escalated.
A correction should preserve the original entry, the reason, the approver and the timestamp. Silent overwriting destroys the audit trail and makes the next period harder to trust. When records are incomplete, report the confidence limit instead of inventing a precise cause.
Turn findings into a controlled action
Match the action to the supported cause. A route-planning issue needs dispatch review. Sustained consumption drift may need inspection and maintenance. Weak price control may need approved suppliers or a shorter budget window. Depot reconciliation gaps may need calibrated measurement, numbered issues and separation of duties. Training should address a documented operating pattern, not become a generic response to every overrun.
Set an owner, action date, expected effect and next measurement period. Compare the same vehicle and route after the action where possible. A lower fleet total does not prove improvement if fewer trips occurred. Keep service level, delivery completion and load moved beside the fuel result so cost reduction is not achieved by failing the work.
