Côte d'Ivoire's Facture Normalisée Électronique, or FNE, is now an operating tax-document system rather than a future digitisation plan. The Direction Générale des Impôts, or DGI, says the exceptional periods for using physical normalized invoices have ended for the listed regimes. Businesses in scope must generate an FNE or a Reçu Normalisé Électronique, called an RNE, through the authorised process and preserve the electronic certification with the accounting record.

This guide was verified on August 16, 2026 against the live DGI FNE portal, its January 27, 2026 communiqué, registration and generation pages, current FAQ, presentation guide, and API interconnection procedure. The January communiqué is especially important: it says only FNE documents are admitted to support business expenses and input VAT deductions after the physical-invoice transition dates.

Dates in a transition communiqué have to be read as cutoffs, not future deadlines. As of August 2026, each date above has passed. A business that still relies on physical stock should not create a private extension. It should stop, preserve the affected records and get current DGI instructions for correction and onboarding.

The January 27, 2026 communiqué says failure to meet the registration deadline exposes taxpayers to sanctions under the Tax Procedures Book, but it does not state an amount. Article 6 of the official 2025 Finance Annex created article 171 bis of that book: fraudulently organising or intentionally disconnecting FNE installations is treated as resistance to tax and engages criminal liability under article 171. The reviewed sources do not state a monetary amount for these points, so this guide does not quote one.

Who Must Issue FNE Or RNE

The DGI FAQ states the broad rule: all active businesses must issue an FNE or RNE unless an exception under article 145 of the Tax Procedures Book applies. The DGI presentation describes coverage across business sizes, sectors and tax regimes for sales of goods and services. It also maps FNE transactions across domestic and international business sales, sales to government and consumer sales.

The official exception list includes public-service concessionaires for water, electricity and telephone; pharmacies; the public identification concessionaire; airlines; petroleum companies under production-sharing contracts; fuel sales by service stations; La Poste de Côte d'Ivoire; banks; insurers; transport concessionaires for concession-covered operations; non-concession transport businesses that have not opted for VAT; and businesses without a professional establishment in Côte d'Ivoire.

An exception can be transaction-specific. The current FAQ gives inconsistent answers about whether some travel-agency service fees or commissions fall inside the airline-ticket exception, so an agency should confirm its exact activity with the DGI instead of choosing the more convenient answer. The FAQ also distinguishes bare-property rent from agency commissions, furnished rentals and VAT-option cases. Do not convert a narrow exception into a business-wide exemption without matching the activity and legal provision.

The FAQ also says taxpayers under the local Taxe Communale de l'Entreprenant who do not have an NCC and NTD are not yet supported by the platform. That is an implementation boundary, not permission to invent a document. Affected operators should obtain current DGI or local-authority instructions because onboarding support can change.

The document type is also part of scope. The DGI portal lists sales invoices, pro forma invoices, credit notes, normalized electronic sales receipts, normalized electronic credit receipts, and electronic documents for receiving agricultural products. A business should map each transaction type before go-live instead of using one sales template for everything.

The Three Official Generation Routes

1. Direct platform or mobile use. The common procedure generates the FNE through the platform's billing module or the FNE mobile application. The DGI says this route is open to businesses across tax regimes. It is the most direct path for a business that does not need its accounting software to create invoices automatically.

2. API interconnection. A business with its own billing software may opt to connect it to the FNE platform. This is not permission to issue private serials and upload them later. The DGI API procedure requires a test setup, development, generation tests, transmission of invoice specimens, DGI conformity review and receipt of the production URL and API key. The FAQ adds that the business needs the Director General's authorization. An approved editor or integrator can assist when the business does not have an internal technical team.

3. TERNE terminals. The DGI generation page provides for Terminaux d'Emission de Reçus Normalisés Electroniques for small or micro businesses under fixed regimes and for real-regime businesses that use cash registers. The current FAQ specifically identifies businesses under the Régime des Microentreprises (RME) or Taxe d'État de l'Entreprenant (TEE), real-regime businesses with cash registers, and multi-department stores whose sale ends in a till ticket. The FAQ says approved suppliers provide TERNE devices free and handle their configuration and maintenance.

Choose the route from real transaction volume and controls. A direct platform user needs disciplined account access and product data. An API user needs tested error handling, authorization and reconciliation between the source system and DGI responses. A TERNE user needs device controls, branch assignment and a process that links the receipt to till and cash totals.

Registration And Setup

The DGI registration page directs businesses to the FNE portal through the DGI site, e-impôts or the dedicated FNE site. The registration forms request the Numéro de Compte Contribuable, or NCC, the NTD identifier, the primary account manager's information, head-office details and information about existing invoicing tools. Ordinary registration is automatically validated once the form is submitted. The user guide says initial credentials go to the manager email and later logins use a one-time code sent by email, which makes the accuracy and control of that mailbox operationally important.

Automatic account registration does not mean an API integration is automatically authorised. The two processes solve different problems. Registration creates access and the company profile. API approval follows technical testing, specimen review and DGI acceptance. Record both events, their dates and the responsible account rather than treating the first login as production approval.

Before issuing, prepare a clean product and service catalogue, customer identifiers, tax treatment, units, prices, discounts, branch data and user roles. The FAQ confirms that catalogues can be loaded into the platform. The user guide also distinguishes saving from generation: saving leaves a draft without the certification elements, while generation creates the certified document and makes it available to the customer. Bad source data will still create bad invoices even when the platform certifies their serials.

Access controls matter because the platform record can support accounting and tax claims. Give each operator an individual role where available, remove leavers promptly, restrict sticker purchases, separate invoice creation from approval for material transactions, and review changes to company, bank and tax data.

Electronic Stickers, Serial Numbers And Costs

The electronic sticker is the certification control. The DGI describes three visible elements: the QR code, the FNE visual and the annual uninterrupted serial format. The user guide shows the taxpayer NCC, issue year and sequential number in the series. It uses no prefix for a sale, A for a credit note, P for a pro forma and B for an agricultural purchase slip. The guide shows the QR code on certified sales, receipts and agricultural purchase slips, but not on pro formas.

The FAQ says FNE documents are generated as PDFs, but PDF is only the output format. The official identifiers and platform trail are what distinguish a certified FNE from a locally produced PDF. A saved draft or accounting-system preview should never be released as if it already carried DGI certification.

The DGI also says an electronic sticker does not replace the separate timbre de quittance where that tax applies. The two controls have different purposes. Finance teams should avoid describing the sticker charge as the full tax cost of every invoice.

Credit Notes, Transmission And Records

The platform supports full and partial credit notes and permits credit notes outside an original invoice in the cases described by the FAQ. It also provides a Facture 3R workflow for rabais, remises and ristournes, including commercial or period-based reductions. A correction should preserve the original reference, reason, approver, amount reversed, replacement document where relevant and its effect on sales and VAT.

Issued documents are available to the seller under issued invoices and receipts and to the customer under received documents. The DGI says an FNE can also be downloaded and sent by email or another electronic or physical channel. Delivery by email is useful, but the email is not the only record. Keep the platform status, certified PDF, accounting entry, customer or supplier identity, payment evidence and any credit trail together.

For purchases, verify the supplier's certified details before claiming a cost or input VAT. Match the QR and serial evidence to the vendor, date, goods or services, amount, VAT treatment and payment. For sales, reconcile the platform's issued totals to the sales ledger, VAT working, customer balances and cash or bank receipts. Investigate missing sequences, duplicates, rejected API calls and till totals that do not match RNE output.

The DGI does not publish a universal outage workaround on the sources used for this guide. Do not invent offline serials or pre-sign blank PDFs. Record the incident time and affected transactions, contact the Centre des Téléservices Fiscaux through the published support channel, and follow the written instruction supplied for the incident.

A Practical FNE Control Checklist

1. Confirm scope. Document the legal entity, NCC, NTD, tax regime, activities, branches, sales channels and any specific article 145 exception. Recheck mixed activities separately.

2. Select and approve the route. Record whether each branch uses the direct platform, mobile application, authorised API integration or TERNE. Keep API approval and approved-provider evidence where applicable.

3. Clean master data. Validate catalogue descriptions, customer types, taxpayer identifiers, tax codes, units, prices and discount logic before loading or integrating them.

4. Test every document type. Cover sales, pro forma, credit, consumer receipt and relevant agricultural purchase documents. Include B2B, B2G, B2C and international cases actually used by the business.

5. Control certification. Check that each final document contains the platform-issued QR code, FNE visual and official annual serial. Prevent a draft invoice number from being mistaken for the certified number.

6. Reconcile daily and monthly. Compare platform or TERNE output with the sales ledger, till totals, stock movement, customer balances, cash, bank and VAT records. Resolve rejected or missing records before the filing close.

7. Preserve corrections. Link every credit note, rebate, discount, commercial allowance and replacement to its original transaction and approval. Never delete the evidence simply because the customer received a corrected PDF.

8. Monitor accounts and sticker funding. Review roles, dormant users, branch permissions, failed logins, API errors and sticker balance. Treat the 48-hour recharge window as an exception alert.

9. Keep official updates dated. The DGI changed transition dates more than once in 2025. Save the source URL, publication date, effective date and reviewer whenever a setting or workflow changes.
