Zimbabwe's tax system is administered by the Zimbabwe Revenue Authority (ZIMRA) and applies a progressive Pay-As-You-Earn (PAYE) income tax with rates from 0% to 40%, denominated in both the Zimbabwe Gold (ZiG) and the United States Dollar (USD). Zimbabwe operates a multi-currency system where the USD is the primary transactional currency alongside the local ZiG, which replaced the Zimbabwe Dollar in 2024. The progressive PAYE structure features multiple bands with rates increasing from a tax-free threshold through intermediate rates of 20%, 25%, 30%, and 35% before reaching the top marginal rate of 40% on the highest income levels. Employees in Zimbabwe contribute to the National Social Security Authority (NSSA) at approximately 4.5% of insurable earnings up to a statutory ceiling, with employers matching at 4.5%, for a combined social security contribution of 9% covering pensions, accident prevention, and workers' compensation. Zimbabwe applies a standard VAT rate of 15% on most goods and services, with zero-rating on exports and exemptions for basic commodities, medical supplies, and educational materials. The fiscal year follows the calendar year, and employers must withhold PAYE and remit it to ZIMRA by the 10th of the following month. Zimbabwe's economy is diversified across mining (platinum, gold, diamonds, lithium), agriculture (tobacco, cotton, sugar), manufacturing, and services. The country possesses significant mineral wealth and has emerged as a major global lithium producer. Zimbabwe's tax system also includes an Intermediated Money Transfer Tax (IMTT) at 1% on electronic transactions, which is a significant revenue source. ZIMRA has invested in digital tax administration through the e-Services platform for electronic filing and payments.
