South Sudan's tax system is administered by the National Revenue Authority (NRA) and applies a progressive personal income tax with rates from 0% to 20%, denominated in the South Sudanese Pound (SSP). As the world's youngest nation, having gained independence in 2011, South Sudan's tax infrastructure is still in its early stages of development. The progressive income tax structure provides a tax-free threshold for the lowest earners, with rates increasing through intermediate bands of 10% and 15% before reaching the top marginal rate of 20% on the highest income levels. South Sudan's formal social security system remains nascent, and mandatory social security contributions are not yet universally established across the private sector, though government employees may be subject to pension deductions. The country does not currently levy a broad-based VAT, although excise duties and customs tariffs apply to imported goods and certain commodities. The fiscal year runs from July to June, and employers in the formal sector are expected to withhold income tax from employee salaries and remit it to the NRA within prescribed deadlines. South Sudan's economy is heavily dependent on oil production, which accounts for the vast majority of government revenue and GDP. Agriculture, livestock, and forestry are important for livelihoods but largely operate outside the formal tax system. The SSP has experienced significant depreciation and inflation since independence, and the US Dollar is widely used in commercial transactions alongside the local currency. The NRA has been working with international development partners to strengthen tax administration, broaden the revenue base beyond oil, and build institutional capacity for effective domestic revenue mobilization.
