Rwanda's tax system is managed by the Rwanda Revenue Authority (RRA) and employs a progressive personal income tax structure with rates from 0% to 30%, denominated in the Rwandan Franc (RWF). Monthly employment income up to RWF 30,000 is exempt from tax, with a 20% rate applying to income between RWF 30,001 and RWF 100,000, and the top rate of 30% on income exceeding RWF 100,000 per month. Employees contribute 6% of their gross salary to the Rwanda Social Security Board (RSSB) pension scheme, while employers contribute a matching 6%, for a combined social security contribution of 12%. Additionally, RSSB administers the Community-Based Health Insurance (Mutuelle de Sante) and the Maternity Leave Benefits scheme, with contributions shared between employees and employers. Rwanda applies an 18% standard VAT rate on most goods and services, with exemptions for essential goods, financial services, and agricultural inputs. The country has earned recognition for its streamlined digital tax administration through the RRA e-filing portal, which simplifies compliance for both individuals and businesses. PAYE must be withheld and remitted by the 15th of the following month, and annual declarations are due by 31 March.
