Mauritania Tax & Finance Overview

Mauritania's tax system is managed by the Direction Generale des Impots (DGI) and applies a progressive personal income tax known as the Impot sur les Traitements et Salaires (ITS) with rates from 0% to 40%, denominated in the Mauritanian Ouguiya (MRU). The progressive bands provide a tax-free threshold for lower earners, with rates increasing through multiple brackets to the top marginal rate of 40% on the highest income levels. Employees in Mauritania contribute to the Caisse Nationale de Securite Sociale (CNSS) for social security, with the employee share at approximately 1% of gross salary and employers contributing around 15%, covering pensions, family allowances, and occupational risk insurance. The extremely low employee share and high employer burden is a distinctive feature of Mauritania's social protection system. Mauritania applies a standard VAT rate of 16% on most goods and services, with exemptions for essential foodstuffs, medical supplies, agricultural inputs, and educational materials. The fiscal year follows the calendar year, and employers must withhold ITS from employee salaries and remit it to the DGI within established monthly deadlines. Mauritania's economy is driven by mining (iron ore and gold), fishing, agriculture, and an emerging oil and gas sector.
