Seychelles VAT compliance is a chain of decisions, not a single percentage. A business must know whether registration is compulsory or voluntary, classify every supply, issue the right evidence, separate recoverable from blocked input tax, reconcile the ledger and submit the correct return by its assigned deadline. The 15% calculation is important, but it is only one part of the close.

This guide was verified on September 11, 2026 against the Seychelles Revenue Commission legislation hub, VAT guidance, current tax-system and FAQ pages, return form and instructions, registration guidance, and the refund rules effective from January 1, 2025. The SCR 2 million compulsory threshold is not a general tax-free allowance. Once registered, the business accounts for VAT according to each supply's treatment. The SCR 100,000 figure is also not an automatic approval line. SRC says a voluntary applicant must make or intend to make taxable supplies, have a fixed place of operation, have started trading, keep proper records and meet compliance checks.

Registration status changes filing frequency. SRC's current FAQ places compulsory registrants on a monthly cycle and voluntary registrants on a quarterly cycle, each due on the 21st after the applicable period. A business should record the period stated by SRC on its registration documents rather than infer it from turnover alone.

Build a registration decision file

Start with the business identity. Record the legal name, trading name, Taxpayer Identification Number, business registration number, licences, locations, bank account, responsible person and activities. Keep the VAT application and SRC correspondence separate from the ordinary business-registration file so the effective date and VAT status are easy to prove.

Next, prepare an actual and forecast taxable-turnover schedule. Include standard-rated and zero-rated taxable supplies. Keep exempt supplies and asset disposals in separate lines for review. The SRC compulsory-registration brochure says exempt goods and services are not included in annual turnover for the VAT threshold. Do not remove a transaction just because no VAT was charged until its legal treatment has been checked.

Test both directions of the threshold. SRC guidance says compulsory registration applies when taxable supplies made or reasonably expected reach SCR 2 million. It also says the application must be lodged within 14 days after a person becomes required to apply. Forecast contracts, confirmed orders and recurring services can therefore matter before year-end sales reports are final.

A voluntary application needs its own evidence pack. From January 1, 2025, SCR 100,000 of taxable supplies is the minimum turnover entry point. SRC says it can conduct a field visit and review the place of operation, trading activity, record keeping, wider tax compliance and ability to furnish reliable VAT returns. A calculator result that says the turnover entry point is met is a prompt to apply, not proof that SRC has approved registration.

After approval, keep the registration letter, certificate, sticker, effective date and any filing-frequency instruction. Verify a supplier's VAT status through the SRC business-verification service or current registered list when that evidence matters, but retain the invoice and transaction documents too. A search result alone does not prove that a purchase supports an input credit.

Keep standard, zero-rated and exempt supplies separate

SRC describes standard-rated and zero-rated supplies as taxable supplies. The standard rate is 15%. Zero-rated supplies carry a 0% rate only when the current Second Schedule applies. Exempt supplies sit in the First Schedule and do not carry the same input-tax deduction right. These categories should never share one generic zero-tax code.

Use line-level codes for standard-rated, zero-rated, exempt and outside-scope items. Each non-standard code should point to the current schedule item and supporting evidence. The 2025 schedule regulations amended specific entries, which is a practical warning against relying on an old brochure, spreadsheet or product label as the final classification source.

Mixed invoices require separate calculations. If one invoice includes a standard-rated service and an exempt item, calculate and report each line according to its treatment. Do not apply an average rate across the invoice total. Preserve the net amount, treatment, VAT amount and gross amount for every line so the sales register can reconcile to the return.

Imports have a distinct base. SRC's FAQ states that import VAT is applied to the customs value, built from cost, insurance and freight, plus customs duties and excise where applicable. The Customs Division assesses import VAT at the point of entry. A VAT-registered importer should preserve the customs declaration, assessment, payment proof and evidence that the import supports taxable business activity before claiming input tax.

How to add and extract Seychelles VAT

For a VAT-exclusive amount at 15%, multiply the net amount by 0.15 and add the result to the net amount. For a VAT-inclusive amount, divide the gross total by 1.15 to find the net amount, or multiply the gross total by 15 and divide by 115 to isolate VAT. Keep one documented rounding rule and reconcile any line-level rounding difference before filing.

These are factual arithmetic examples using the published 15% rate, not fictional taxpayer scenarios. The SCR 100,000 amount is selected only to make the formulas transparent. A common error is multiplying a VAT-inclusive amount by 15%. That calculates 15% of the gross amount instead of extracting the VAT already included in it. Use 15 divided by 115 for extraction. Another common error is subtracting all purchase VAT from sales VAT without checking the business purpose, invoice and exempt-use restrictions.

Control invoices and input credits

SRC says a VAT-registered business making taxable supplies collects VAT at the point of sale and shows the VAT separately from the sales price on the invoice and receipt. A controlled invoice record should identify the supplier, customer where required, TIN or registration details, date, unique number, description, quantity, net amount, treatment, VAT and gross amount. Use the current Act and SRC form requirements for the exact legal particulars.

Keep one traceable sequence. Investigate missing numbers, duplicate numbers, credit notes issued without an original invoice and manual invoices not captured in the sales ledger. When a correction changes the tax period, preserve both the original record and the authorized correction instead of overwriting history.

Input tax is not simply the VAT printed on every purchase. SRC says recovery is for registered taxable businesses where the expense supports the business and taxable supplies. Its tax-system guidance identifies restrictions that can apply to passenger vehicles and related costs, petroleum products, entertainment, accommodation, and sporting, social or recreational membership, unless the purchase is used in the specified taxable activity.

Separate purchases into fully creditable, blocked, mixed-use and pending-evidence groups before the return is prepared. Link each proposed credit to a valid supplier invoice or customs document, receipt of the goods or services, business purpose, payment record and ledger entry. If a cost supports both taxable and exempt activity, use the current apportionment method confirmed for the business.

The SRC VAT return instructions separate standard sales, exports, other zero-rated sales, capital-asset sales, exempt supplies, input tax and adjustments. Map accounting codes to those boxes before month-end. A return should be produced from a reconciled register, not rebuilt from bank statements on deadline day.

Monthly or quarterly return workflow

Compulsory registered businesses file by the 21st of the following applicable month. Voluntary registered businesses file by the 21st of the applicable quarter. The current VAT return says it must be lodged no later than the 21st of the month following the taxable period. SRC's March 2024 notice says dedicated tax-type return forms and a tax payment slip replaced the one-page Business Activity Statement for current monthly obligations, so confirm the live submission and payment instructions before sending a return.

  1. Confirm status and period. Check the registration certificate, compulsory or voluntary status, applicable period, deadline, return form and payment channel.
  2. Freeze the sales register. Record every invoice, credit note, treatment, net amount, VAT and gross amount. Investigate gaps and duplicates.
  3. Freeze the purchase register. Link each proposed input credit to the supplier, evidence, business purpose, receipt and payment record.
  4. Reconcile output tax. Compare invoice totals with the general ledger, cash, card and bank receipts, and any point-of-sale system.
  5. Review input credits. Remove unsupported, duplicate, private, restricted or exempt-use amounts, and document any apportionment.
  6. Complete the return. Keep standard, zero-rated and exempt sales separate, record adjustments, and calculate the net liability or credit.
  7. Approve and submit. Use a second-person review where practical, then keep the signed return, payment slip, submission evidence and payment proof.
  8. Close the period. Reconcile the filed figures back to the ledger and carry forward any supported credit with a clear audit trail.

Do not wait for a payment to decide whether a return is required. Maintain the filing calendar attached to the registration status and submit the required return for the period. If the 21st falls on a non-working day or SRC announces a specific extension, verify the actual treatment from SRC instead of moving the deadline by internal custom.

Treat VAT credits and refunds as separate decisions

When allowed input tax exceeds output tax, the return can show a credit. A credit does not always mean cash will arrive immediately. The return instructions allow a credit to be carried forward or claimed for refund, while the refund regulations effective January 1, 2025 create specific compulsory-claim situations.

SRC says a compulsory registrant must claim when a credit has been carried forward for two consecutive VAT periods and exceeds SCR 10,000 at the end of the third period. A voluntary registrant must claim when a credit above SCR 10,000 is reported on the quarterly return. Exporters, suppliers of zero-rated goods or services and investors in a commencement phase have a separate monthly SCR 10,000 rule where applicable.

The refund claim is made through the claim section of a duly completed VAT return, and SRC says payment obligations must be fulfilled. Keep a refund control file containing the return, purchase and customs evidence, credit roll-forward, bank details, compliance status, correspondence and approval. Do not net an expected refund against unrelated liabilities unless SRC has confirmed the treatment.
