A qualification earned outside South Africa may need a South African Qualifications Authority evaluation before a university, employer or professional body can use it for a particular decision. Preparing the application means more than scanning a graduation certificate. You need a readable, consistent record of the award, study results, identity and any additional evidence relevant to the issuing country.
Use the PDF Workspace to organise copies locally, and open the South Africa country hub for separate planning tools. AfroTools does not submit applications to SAQA, authenticate qualifications or assign an official National Qualifications Framework level. The workflow below helps you prepare files for the authority's own process.
Sources reviewed: October 3, 2026. SAQA's official application and service guidance was inspected through current indexed primary pages. Its main website did not load directly during review; the authentication portal and South African Government service page did. Recheck the linked requirements when applying. This guide does not quote a current fee amount, promise a processing time or determine immigration eligibility.
Confirm which decision needs the evaluation
The SAQA foreign-qualification service places recognised foreign qualifications within South Africa's NQF. Its process checks recognition, the legitimacy of the award and authenticity before comparing qualification structure and outcomes. Admission, employment and professional licensing retain their own requirements.
Ask the receiving organisation what evidence it needs and by what date. Record the course, job or registration purpose, its official checklist and the contact handling the application. Keep that instruction beside your SAQA preparation list. An evaluation result and a receiving organisation's decision are separate records, even when the latter depends on the former.
There is also a distinct SAQA Individual Verification Letter service for registered tertiary qualifications obtained in South Africa. Its stated scope excludes foreign qualifications. Choose the service that matches where the qualification was awarded rather than assuming that every qualification check uses the same form.
Start from the current official application route
The reachable SAQA Authentication Services portal directs new foreign-evaluation applications to its current system. It separately links the previous system for applications made before February 4, 2025 and retrieval of electronic evaluation certificates. That distinction matters when an old guide sends you to a different login page.
Bookmark the official starting page and compare the address before entering identity information or paying. Do not follow a forwarded payment link merely because the sender knows your application purpose. If instructions differ, obtain clarification through the authority's published contact route rather than sending documents to an unrelated address.
Keep control of your account and recovery details. A helper can assist with scanning or organising files without needing your password. Use a private email account you can continue to access after leaving a school or employer. Record your application reference in a private tracker, and keep it out of public screenshots and shared filenames.
Build a document inventory before editing PDFs
SAQA's application requirements list a signed application, hand-signed consent, valid identity evidence, graduation or completion evidence, full academic transcripts including their legend, and payment proof. Country-specific requirements also apply. Check the current form instructions before treating this inventory as complete.
| Record | Preparation check | Private tracking note |
|---|---|---|
| Application and consent | Use current forms; inspect required signatures and dates | Version checked and completed |
| Identity | Readable required document and relevant sides | Validity and name comparison |
| Award | Official qualification evidence | Issuing body and award title |
| Transcript | All study results and explanatory legend | Page count and missing pages |
| Translation | Pair required English translation with original | Document pair and reviewer |
| Payment | Evidence from the actual application transaction | Reference and receipt location |
Make a working list with one row per document, its source, the date received, number of pages and unresolved issue. Separate files already available from records requested from an institution. This lets you see the critical missing item before spending time polishing files that cannot yet complete the application.
Retain the original scan or downloaded file before creating a working copy. Give the copies simple names that identify document type and qualification without exposing a passport number. Keep originals, prepared uploads and official correspondence in separate folders so a compressed working file cannot silently replace the evidence you started with.
Check the academic record as a complete record
SAQA's document-preparation guidance dated July 1, 2021 explains why transcripts and their legends matter: they describe study composition, credits, performance and the meaning of codes. It says a syllabus does not replace a personalised transcript. Consult the current application page alongside this older explanatory document.
Open each transcript and compare its page count with the issued record. Check for a reverse side, continuation sheet or separate grading key. Make sure course names, award dates and result symbols remain readable at normal zoom. If a page is missing, request the complete record from the issuing office rather than reconstructing it from an online course catalogue.
Compare your award and transcript without changing either. A qualification title may have a formal spelling that differs from the wording on a CV. Keep the formal title in the application and ask the issuer to clarify genuine inconsistencies. Do not translate a qualification into a supposedly equivalent South African degree name yourself.
Keep requests to an institution specific: identify the qualification, the missing record and the intended verification purpose. Use its published registry or examinations contact. Retain the reply and a dated record of what was requested, especially if an institution later supplies an amended transcript. Avoid forwarding a whole identity packet when a narrow question will resolve the issue.
Read the issuing-country requirements separately
The current SAQA application page distinguishes several African document routes. For DRC school awards it specifies the Diplôme d'Etat and fifth- and sixth-year Bulletins. For WAEC or NECO school certificates it requests examination details and scratch-card information. Ethiopia has learning-history requirements; Angola has front-and-reverse and newer-certificate verification requirements; Mozambique has homologation requirements.
These are reasons to open the section for your issuing country, not a substitute for that section. Record its current instructions in your private checklist and compare them with the actual qualification type. A school certificate requirement cannot automatically be applied to a university award, and a university transcript cannot automatically resolve a missing school-examination record.
Protect examination access details as sensitive information. Store them privately and provide them only through the required official channel. Do not place scratch-card information in a public PDF link, a help-forum post or a filename. When asking a general question, describe the document category and omit identifiers that could expose results.
If the qualification was issued through an overseas institution or a cross-border programme, preserve the actual issuing body's identity and country. Ask for clarification where the delivery location and awarding country differ. Do not choose a country solely because it is where you attended classes or where you now live.
Keep translation, certification and editing distinct
The South African Government evaluation guide calls for legible certified copies and sworn English translations of foreign-language certificates alongside their originals. Its application link points to the older system, while the current SAQA portal identifies a newer route. Use the portal distinction above and confirm the applicable document instructions.
Prepare a translation checklist that pairs each original file with the corresponding translation. Check that names, dates, award titles, page references and stamps can be matched. If a discrepancy appears, refer it back to the issuing body or qualified translator. A machine-generated translation or an edited PDF is not evidence that a sworn translation requirement has been met.
Do not remove certification marks to make a scan look cleaner. Avoid cropping signatures, seals, QR codes or handwritten notes at the edge of a page. If an original has a damaged section, seek an acceptable replacement or official clarification. Image adjustment cannot repair the underlying authenticity of a document.
Prepare readable upload copies locally
Use PDF Workspace for local document organisation. When a permitted upload needs several pages together, the PDF Merge tool can assemble a working copy. When a file exceeds the limit shown in the application, the PDF Compressor can help create a smaller copy. Read the portal's current file rules first.
Keep document categories separate unless the receiving instructions expressly ask for a combined packet. A single large PDF can be inconvenient when different upload fields expect identity, consent, award and transcript files. Plan the structure around the actual fields, then preserve a private index showing which prepared file belongs to each one.
Inspect every resulting page after merging or compression. Check small print, signature edges and transcript symbols, and verify page order. Reopen the downloaded file in another viewer if available. A successful download only proves a file was produced; it does not prove a receiving portal can read it or that the document meets the authority's requirements.
Use local processing for preparation and keep primary downloads on your own device. Uploading the finished packet to SAQA is a separate action you take on its official system. Do not paste identity documents or examination credentials into an unrelated AI chat to summarise the application. On a shared computer, remove working downloads and end the application session when finished.
Budget from the actual application, not an old price list
SAQA lists revised evaluation tariffs effective April 1, 2026. The application requirements also distinguish institution verification charges from evaluation charges. Confirm the amount and scope in the current official application before payment; this guide reproduces no tariff amount.
Keep a cost sheet with separate entries for the confirmed evaluation charge, transcript requests, required translations, certification and any separately confirmed verification charge. Mark unknown items as awaiting confirmation rather than replacing them with a guessed average. Keep the currency and date beside each quotation so unlike costs are not silently added together.
Ask a document service to itemise the work before accepting its quote. Scanning, translation, certification and application assistance are different services. Identify which are actually required, which you can perform locally and which require an authorised professional. A payment for assistance does not establish that a qualification will be recognised.
Record submission and follow-up evidence
Before submitting, compare every application entry with its supporting document. Check spelling, qualification titles, dates, selected awards and uploaded filenames. Review the preview where the portal provides one. Save the actual acknowledgement and transaction receipt privately, together with the version of the packet submitted.
Maintain a simple status log: date, application reference, message received, missing item, action taken and next review date. Distinguish an upload acknowledgement from a request for more information and from a completed evaluation. Keep a copy of any additional file sent so later correspondence can be matched to the right version.
If a university or employer has a deadline, ask how it handles an evaluation still in progress. Use that organisation's written response when planning your next step. Do not infer a guaranteed completion date from a portal status label, an older government timetable or another applicant's experience. Leave unresolved requirements visible until the responsible organisation confirms them.
Frequently asked questions
Does a SAQA evaluation guarantee university admission or a job?
No. SAQA evaluation and the receiving institution's admission, employment or professional requirements are separate decisions.
Can I use a GPA conversion instead of the official transcript?
No. A planning calculation is not an issued academic record or an official qualification evaluation. Preserve the transcript and its grading explanation.
Can AfroTools submit or certify my application?
No. The linked PDF tools help prepare local working copies. Submit through the official authority and use appropriately authorised services where required.
Which portal should I use for a new foreign evaluation?
Start from SAQA Authentication Services. Its current public notice separates new applications from the previous system used for older applications and certificate retrieval.
Final packet check
Complete the preparation in this order: confirm the receiving organisation's requirement, check the current SAQA service and issuing-country instructions, request missing official records, prepare readable local copies, review identity consistency, confirm the payable amount, and submit through the official route. Keep the acknowledgement and follow-up log separate from the working files.
For wider study planning, use the Education hub and the scholarship document guide. Each application has its own evidence contract. Reuse organised copies where appropriate, but review the receiving instructions before reusing a packet unchanged.
