Fertilizer Use in Uganda

Uganda is a landlocked East African country where agriculture employs over 70% of the population and contributes approximately 25% of GDP. The country produces a diverse range of crops including coffee (the main export earner), maize, beans, bananas (matoke), cassava, tea, cotton, and tobacco, benefiting from generally fertile volcanic soils and reliable bimodal rainfall. Despite this agricultural richness, fertilizer consumption has historically been very low, at approximately 50,000 to 80,000 tonnes annually, one of the lowest per-hectare application rates in the world. The government has identified increasing fertilizer use as critical for agricultural transformation under the National Development Plan and the Agriculture Sector Strategic Plan (ASSP). Fertilizer imports arrive through Mombasa (Kenya) and are transported overland. The Uganda National Farmers Federation (UNFFE) and the Uganda National Agro-Input Dealers Association (UNADA) play important roles in advocacy and distribution.

Common Fertilizer Types

DAP (18-46-0) is the most commonly recommended basal fertilizer in Uganda, suited to the country's generally phosphorus-deficient soils. Urea (46-0-0) is the standard nitrogen top-dressing for maize and rice. NPK 17-17-17 is a versatile compound used for various food and cash crops. For coffee, Uganda's primary export crop, NPK 25-5-5 and similar high-nitrogen formulations are recommended for bearing trees, while higher-phosphorus blends are used for young plantings. CAN (calcium ammonium nitrate) is preferred for top-dressing in some regions. NPK 10-20-20 is recommended for bananas, which have high potassium demand. Organic soil amendments are extremely important in Ugandan agriculture, with composted coffee pulp, banana stems, animal manure, and Tithonia diversifolia biomass commonly used by smallholder farmers. The National Agricultural Research Organization (NARO) and Uganda Coffee Development Authority (UCDA) develop crop-specific fertilizer guidelines.

Subsidy Programs & Access

Uganda's fertilizer subsidy program has been implemented through the Ministry of Agriculture, Animal Industry, and Fisheries (MAAIF) under various formats. The Operation Wealth Creation (OWC) program, managed through the Uganda People's Defence Forces (UPDF), has distributed agricultural inputs including fertilizer to parish-level farmers across the country. The government has also supported fertilizer access through the National Agricultural Advisory Services (NAADS) and its successor programs. The subsidy approach has included direct distribution of subsidized fertilizer through OWC, as well as plans for an e-voucher system to improve targeting and efficiency. Farmers access inputs through their local council chairpersons and OWC coordinators at the district level. The private sector agro-dealer network, particularly members of UNADA, serves as the commercial distribution channel. Development partners including the World Bank, USAID (Feed the Future), and AGRA have supported programs to strengthen the commercial fertilizer market, including agro-dealer training, credit facilitation, and soil health programs. Uganda recently enacted a fertilizer policy framework and established MAAIF's fertilizer quality control function to regulate the market and ensure product quality.
