Fertilizer Use in Somalia

Somalia's agricultural sector has been severely impacted by decades of conflict, drought, and state fragmentation. Agriculture and pastoralism remain the primary livelihoods, with the agro-pastoral zones along the Shabelle and Jubba rivers supporting crop production of sorghum, maize, sesame, cowpeas, bananas, and vegetables. Fertilizer consumption is extremely low, estimated at under 5,000 tonnes annually for the entire country. The semi-autonomous regions of Somaliland and Puntland have somewhat more stable governance but still face severe constraints in agricultural input supply. Imports arrive through Mogadishu, Berbera (Somaliland), and Kismayo ports. The riverine agricultural zones of southern Somalia have the highest potential for fertilizer-responsive agriculture, but security challenges have limited investment and development programs in these areas.

Common Fertilizer Types

Urea (46-0-0) and DAP (18-46-0) are the most commonly available fertilizers in Somalia, primarily distributed through humanitarian and development programs. NPK compound fertilizers are available in limited quantities in the more stable regions and urban markets. For banana production along the Shabelle River (historically Somalia's main agricultural export), specialized fertilizer programs were once managed by commercial plantations, though most operations have been disrupted. Organic amendments including animal manure from the large pastoral livestock herds (camels, cattle, goats, sheep) are the most widely used soil fertility input. River silt deposits during seasonal flooding of the Shabelle and Jubba provide natural nutrient replenishment in the riverine farming areas. Crop residue management and composting are promoted by FAO and other agencies as accessible soil fertility technologies.

Subsidy Programs & Access

Somalia does not have a functioning national fertilizer subsidy program due to the fragmented governance structure and ongoing instability. Fertilizer access is primarily facilitated through the humanitarian-development nexus, with FAO, ICRC, and various international NGOs distributing agricultural input packages (seeds and fertilizer) to vulnerable farming communities, particularly in the riverine zones of southern Somalia and in the agro-pastoral areas. In Somaliland, the Ministry of Agriculture Development has initiated limited input support programs with support from development partners. FAO's Somalia SWALIM (Water and Land Information Management) project provides soil and agro-climatic data that informs fertilizer recommendations. Distribution is organized through community-based structures and local authorities where they exist. Access is constrained by insecurity (particularly in Al-Shabaab controlled areas), limited commercial supply chains, and extremely high transport costs to inland farming areas.
