Fertilizer Use in Senegal

Senegal is a West African country with a diverse agricultural sector producing groundnuts, rice, millet, sorghum, cotton, vegetables, and fruits. The country has significant domestic fertilizer production capacity, with Industries Chimiques du Senegal (ICS) operating phosphoric acid and fertilizer production facilities in Dakar and Mbao, utilizing rock phosphate from the Thies region. Annual fertilizer consumption is approximately 100,000 to 150,000 tonnes. Groundnuts remain the traditional cash crop, while rice self-sufficiency is a major policy goal driving increased fertilizer use in the Senegal River Valley and the Casamance. The government has implemented agricultural modernization programs including the Programme d'Acceleration de la Cadence de l'Agriculture Senegalaise (PRACAS) and its successors, which include fertilizer access as a priority.

Common Fertilizer Types

NPK 6-20-10 is the traditional fertilizer for groundnut production in Senegal, designed to provide phosphorus and potassium without excessive nitrogen that can promote vegetative growth at the expense of pod formation. Urea (46-0-0) is the primary nitrogen top-dressing for rice and cereals. DAP (18-46-0) is used for rice in the Senegal River Valley irrigated perimeters managed by SAED. NPK 15-15-15 is used for general food crop production. For vegetable production in the Niayes coastal zone (one of West Africa's most important horticultural areas), soluble NPK fertilizers, calcium nitrate, and potassium nitrate are widely used. SSP produced from local phosphate rock is available as an affordable phosphorus source. ICS also produces NPK blends for the domestic market, providing a cost advantage over fully imported products.

Subsidy Programs & Access

Senegal operates a fertilizer subsidy program through the Ministry of Agriculture and Rural Equipment (MAER). The government provides subsidized fertilizer at prices approximately 30 to 50% below market rates for groundnuts, rice, maize, and other priority crops. Distribution is organized through the national seed and fertilizer distribution network, with approved cooperatives and agro-dealers serving as the last-mile channel. Farmer registration is done through the regional agricultural development agencies (DRDR) and local rural councils. The e-voucher system has been piloted to improve targeting. For irrigated rice, SAED (Societe d'Amenagement et d'Exploitation des Terres du Delta) manages input distribution in the Senegal River Valley. The FONSTAB (Fonds de Stabilisation des Prix) helps stabilize fertilizer prices. Cotton farmers in the Kolda and Kedougou regions receive input credit through SODEFITEX.
