Fertilizer Use in Mozambique

Mozambique is a large Southeast African country with significant agricultural potential, possessing an estimated 36 million hectares of arable land, of which only about 15% is cultivated. Agriculture employs over 70% of the population, with maize, cassava, rice, groundnuts, and cashew as the main crops. The sugar and tobacco sectors are the primary commercial agricultural industries. Annual fertilizer consumption is low at approximately 50,000 to 80,000 tonnes, far below the requirements for the country's farming area. Fertilizer imports arrive through the ports of Maputo, Beira, and Nacala. Mozambique also serves as a critical transit corridor for landlocked Malawi and Zambia. Soil fertility depletion from continuous cropping without nutrient replenishment is a growing concern, particularly in the densely populated southern and central provinces. The government has identified increased fertilizer use as a priority under the Agricultural Sector Strategic Plan (PEDSA).

Common Fertilizer Types

NPK 12-24-12 is the most commonly used compound fertilizer in Mozambique, widely recommended for maize and other food crops on the country's generally phosphorus-deficient soils. Urea (46-0-0) is the standard nitrogen top-dressing for maize and rice. For the sugar industry, concentrated in the Maputo and Sofala provinces, specialized fertilizer programs use high-nitrogen and potassium formulations. Tobacco companies (including Mozambique Leaf Tobacco) provide crop-specific fertilizer packages to contracted growers in the Niassa, Zambezia, and Tete provinces. DAP is used in rice production and some horticultural systems. Ammonium sulfate is popular for crops on sulfur-deficient soils. Organic amendments, including composted manure and green manures (Mucuna, Crotalaria), are promoted by IIAM (national agricultural research institute) and NGOs as accessible soil fertility technologies for resource-poor farmers.

Subsidy Programs & Access

Mozambique has operated various fertilizer subsidy and input support programs, including the most recent iteration managed through the Ministry of Agriculture and Rural Development (MADER). The government provides subsidized seed and fertilizer packages to smallholder farmers through district services of economic activities (SDAEs) and provincial agriculture directorates. Subsidy levels have typically ranged from 25 to 50% of market prices. The electronic voucher system (e-voucher), supported by USAID and IFAD, has been implemented in several provinces to improve targeting and reduce diversion. Farmers register through village-level extension workers and community leaders. The ProAgri program and the Sustenta project have supported agro-dealer development to strengthen private sector fertilizer distribution alongside government programs. The Beira and Nacala agricultural growth corridors, supported by international development finance, are priority areas for improving input access. Access remains a significant challenge in remote areas, with delivered fertilizer prices in northern provinces sometimes exceeding double the Maputo price.
