Fertilizer Use in Libya

Libya is a largely arid North African country where agriculture is concentrated in the coastal Jefara plain around Tripoli, the Jabal al Akhdar region near Benghazi, and the Fezzan oases in the south. Oil dominates the economy, but agriculture remains important for food security, employing about 17% of the population. The country cultivates wheat, barley, olives, dates, vegetables, and citrus, primarily under irrigated conditions using the Great Man-Made River (GMMR) and groundwater resources. Fertilizer consumption has been disrupted by ongoing political instability since 2011, but historically ranged from 50,000 to 100,000 tonnes annually. Libya has some domestic fertilizer production capacity, including the Abu Kammash Chemical Complex, though its operations have been intermittent. Imports come through the ports of Tripoli and Misrata.

Common Fertilizer Types

Urea (46-0-0) is the most consumed fertilizer in Libya, used extensively on irrigated wheat, barley, and vegetable crops. Ammonium phosphate (MAP and DAP) is widely applied as a starter fertilizer for cereals on the calcareous soils characteristic of the coastal agricultural zones. NPK compound fertilizers are used in intensive vegetable production and citrus orchards. Potassium sulfate is preferred for olive groves and date palms. Superphosphate is applied to phosphorus-responsive crops. Micronutrient fertilizers, particularly iron chelates and zinc sulfate, are important for crops grown on the alkaline, high-carbonate soils that induce micronutrient deficiencies. Fertigation through drip irrigation systems is standard practice in modern horticultural operations, with soluble NPK formulations and calcium-magnesium supplements.

Libya has historically maintained a comprehensive agricultural subsidy system, including subsidized fertilizer, as part of the state-controlled economy under various government structures. Fertilizer was traditionally distributed through government agricultural supply agencies at subsidized prices, with farmers accessing inputs through local branch offices. Since the political disruption beginning in 2011, the subsidy system has been inconsistent, varying by region and the administrative authority in control. The agricultural sector has been impacted by governance fragmentation, and different authorities in different parts of the country have maintained varying levels of agricultural support. When functional, the subsidy system provides fertilizer at 30 to 50% below import cost.
