Fertilizer Use in Liberia
Liberia's agricultural sector is still recovering from over a decade of civil conflict that devastated rural infrastructure and displaced farming communities. Agriculture employs about 70% of the population, with rice as the staple food crop and rubber, palm oil, cocoa, and coffee as the main cash crops. Fertilizer consumption is extremely low, estimated at under 10,000 tonnes annually, well below the requirements of the country's cultivated area. Most fertilizer is used by commercial rubber and oil palm plantations (Firestone, Sime Darby, Golden Veroleum) rather than smallholder food crop farmers. All mineral fertilizer is imported through the Freeport of Monrovia. The government's agricultural sector investment plan (LASIP II) prioritizes increasing productivity through improved input access, but progress has been slow.
Common Fertilizer Types
NPK 15-15-15 is the most commonly available fertilizer in Liberia for food crop production, distributed primarily through government and NGO programs. Urea (46-0-0) is used for rice, the dominant food crop, and for vegetables in peri-urban areas. For rubber plantations, specialized NPK blends (such as 12-12-17-2MgO) are used according to international rubber industry standards. Palm oil estates use ammonium sulfate, rock phosphate, and muriate of potash. Organic practices dominate among smallholder farmers, with slash-and-burn shifting cultivation remaining common despite government and NGO efforts to promote alternatives. Composting, cover cropping with Mucuna pruriens (velvet bean), and alley farming with Gliricidia sepium are promoted by agricultural extension services and organizations like CARI (Central Agricultural Research Institute).
Subsidy Programs & Access
Liberia does not maintain a permanent, large-scale fertilizer subsidy program. Input support is primarily provided through government agricultural campaigns and international development programs. The Ministry of Agriculture, through the Smallholder Agriculture Transformation and Agribusiness Revitalization Project (STAR-P) and similar initiatives, periodically distributes subsidized or free seed and fertilizer packages to smallholder farmers. Distribution is coordinated through county agricultural coordinators and district agricultural officers. International partners including USAID (Feed the Future), FAO, and the World Bank have supported input access through voucher programs, agro-dealer development, and farmer field school activities. Farmer access remains severely constrained by poor rural road networks, limited agro-dealer presence outside Monrovia and county capitals, and high transport costs that can double or triple the Monrovia price by the time fertilizer reaches remote farming communities in the interior.
