Fertilizer Use in Ethiopia

Ethiopia is Africa's second most populous country and one of the continent's largest fertilizer consumers, with annual usage exceeding 1.5 million tonnes. Agriculture is the backbone of the economy, employing over 70% of the population and centered on the production of teff, wheat, maize, barley, sorghum, coffee, and pulses across the diverse highland and lowland zones. The government has historically controlled fertilizer imports through the Agricultural Inputs Supply Enterprise (AISE) and the Agricultural Transformation Agency (ATA, now ATI). The cooperative system plays a central role in fertilizer distribution, with primary cooperatives at the kebele (village) level serving as the last-mile delivery channel. Ethiopia has recently begun developing domestic fertilizer production capacity, with a urea plant under construction to leverage natural gas reserves in the Ogaden Basin.

Common Fertilizer Types

NPS (Nitrogen-Phosphorus-Sulfur, 19-38-7) has replaced DAP as Ethiopia's primary compound fertilizer following nationwide soil mapping that revealed widespread sulfur deficiency. Urea (46-0-0) is the standard nitrogen top-dressing applied to all cereals. The Ethiopian Soils Information System (EthioSIS) project led to the development of region-specific blended fertilizers tailored to local soil deficiencies, including formulations containing zinc, boron, and other micronutrients. Currently over 20 different blended formulations are available for different regions and crops. DAP remains in use in some areas. For coffee, the dominant export crop, specialized recommendations include lower nitrogen rates and organic management combined with targeted mineral supplementation. KCl (potassium chloride) is used in areas identified as potassium-deficient, particularly in western Ethiopia.

Subsidy Programs & Access

Ethiopia operates one of Africa's largest fertilizer subsidy and distribution programs. The government, through the Ministry of Agriculture and its regional bureaus, coordinates imports, sets recommended application rates, and manages distribution through the cooperative system. Farmers access fertilizer through their primary cooperatives, often with credit facilitated by microfinance institutions and the Cooperative Bank of Oromia or other regional lenders. Prices are set with government involvement, keeping costs below full import parity. The Agricultural Transformation Institute (ATI) oversees the soil-based fertilizer recommendation system, producing woreda (district)-specific fertilizer guidelines. Distribution is organized around the two main planting seasons (meher and belg). Extension agents at the kebele level advise farmers on appropriate fertilizer types and rates based on their crops and soil conditions. Recent reforms aim to liberalize the fertilizer market gradually, allowing private sector participation in importation and distribution alongside the cooperative system.
