Fertilizer Use in DR Congo

The Democratic Republic of the Congo (DRC) has enormous agricultural potential, with an estimated 80 million hectares of arable land, making it one of the largest untapped agricultural frontiers in the world. However, fertilizer use is extremely low, with annual consumption estimated at 20,000 to 40,000 tonnes for a population exceeding 100 million people. Agriculture employs about 70% of the population, with cassava, maize, rice, plantain, groundnuts, and palm oil as the main crops. Decades of conflict have devastated agricultural infrastructure, extension services, and input supply chains across much of the country. Fertilizer imports arrive through Matadi port on the Atlantic coast or through East African ports (Mombasa, Dar es Salaam) for the eastern provinces. The vast size of the country and poor transport infrastructure make fertilizer distribution one of the greatest challenges.

Common Fertilizer Types

NPK 17-17-17 and NPK 10-20-10 are the most commonly distributed fertilizer formulations in DRC, primarily through development and humanitarian programs. Urea (46-0-0) is used as a nitrogen source for rice in the Ruzizi Plain and for vegetables in the peri-urban belts around Kinshasa, Lubumbashi, and Goma. DAP is provided in some agricultural development projects targeting cereal production. In the eastern provinces (North Kivu, South Kivu, Katanga), fertilizer is more readily available due to proximity to East African markets. Organic soil management is the primary fertility strategy for most farmers, including composting, mulching with crop residues, and integration of nitrogen-fixing trees and shrubs in farming systems. INERA (national agricultural research institute) and IITA have developed integrated soil fertility management recommendations adapted to the country's diverse agroecological zones.

Subsidy Programs & Access

The DRC does not currently operate a nationwide fertilizer subsidy program, though the government has expressed intentions to establish one as part of its National Agricultural Investment Plan (PNIA). Fertilizer distribution is primarily facilitated through international development and humanitarian organizations, including FAO, IFAD, World Bank, and numerous international NGOs operating in different provinces. Provincial agriculture inspectorates coordinate with development partners to identify beneficiary farmers for input distribution programs. In the eastern provinces, organizations like USAID's Feed the Future program and Belgian development cooperation (Enabel) have supported fertilizer access through agro-dealer network development. Some provincial governments have initiated their own input support programs, though these are limited in scale. Access to fertilizer remains a critical bottleneck for agricultural productivity, with prices in remote areas often exceeding two to three times the cost in Kinshasa due to transport constraints.
